Domestic Violence Framework & Zero‑Tolerance Policy

Purpose and Position Statement

Justice Wellness Warriors – Jamie White Foundation (JWW–JWF) recognises domestic and family violence (DV) as a profound violation of human rights that causes deep, long‑term harm to victims, survivors, children, families, and the wider community.

Domestic violence includes, but is not limited to:

• Physical abuse

• Sexual abuse

• Emotional and psychological abuse

• Coercive control

• Financial abuse

• Stalking, monitoring, intimidation, and threats

JWW–JWF affirms that responsibility for violence always rests with the person who uses violence. Victims and survivors are never responsible for the abuse inflicted upon them.

Children who witness domestic violence are recognised as victims in their own right. Exposure to violence, even without direct physical harm, causes significant and lasting trauma.

Organisational Ethical Foundation

JWW–JWF operates on the principle that:

• Victim and child safety is paramount

• Accountability is essential to change

• Harm is not reduced through denial, minimisation, or avoidance of responsibility

• Prevention requires both survivor support and genuine behaviour change in those who use violence

The Foundation therefore operates two strictly separated Domestic Violence pathways:

1. Domestic Violence Survivor & Victim Support Pathway

2. Domestic Violence Accountability & Behaviour Change Pathway (Accused/Charged)

These pathways do not intersect and are governed by distinct agreements, boundaries, and safeguards.

Pathway 1: Domestic Violence Survivor & Victim Support

Survivor‑Centred Commitment

JWW–JWF provides trauma‑informed, survivor‑led support to individuals impacted by domestic and family violence, including adult victims/survivors and children.

Support may include:

• Legal system navigation and advocacy

• Housing and homelessness support

• Financial and practical assistance pathways

• Trauma‑informed emotional and wellbeing support

• Child‑centred advocacy and referrals

Survivors are treated with dignity, belief, and respect. Their safety, autonomy, and lived experience guide all service delivery.

Safety First Principle

At all times, the safety and wellbeing of victims and children overrides any other organisational consideration.

No service provision, advocacy, or engagement will occur if it places a victim or child at risk.

Pathway 2: Domestic Violence Accountability & Behaviour Change

Purpose of This Pathway

This pathway exists for individuals who are:

• Charged with domestic or family violence‑related offences, or

• Subject to DVOs/AVOs, bail conditions, or court proceedings

Participation is not an indication that JWW–JWF believes the person is innocent.

The sole purpose of this pathway is:

• Accountability

• Behaviour change

• Harm prevention

• Reduction of future victims

Domestic Violence Accountability & Behaviour Change Agreement

This agreement is mandatory and separate from any general JWW–JWF client agreement.

Mandatory Acknowledgements

By signing this agreement, the client acknowledges and agrees that:

• Domestic violence includes physical, sexual, emotional, psychological, financial abuse, coercive control, stalking, intimidation, and threats

• Abuse toward a partner or family member harms children, whether or not they are directly abused

• Participation does not replace court processes, legal consequences, or legal accountability

• Participation does not entitle the client to advocacy, character references, or support letters

• Support is conditional upon full compliance and demonstrated accountability

Zero‑Tolerance Conditions of Participation

Justice Wellness Warriors – Jamie White Foundation enforces a zero‑tolerance policy for domestic and family violence.

Immediate termination of all services will occur if the client:

• Breaches any DVO, AVO, bail condition, parenting order, or court directive

• Engages in any form of abuse, harassment, intimidation, stalking, surveillance, or indirect contact with a victim

• Attempts to blame, minimise, justify, or excuse their behaviour

• Refuses to take full responsibility for their actions

• Misses scheduled programs, counselling sessions, or appointments without a valid and verifiable reason

• Provides false, misleading, or manipulated information

• Uses JWW–JWF services to gain leverage in legal proceedings or against a victim

• Displays threatening, aggressive, coercive, or controlling behaviour toward anyone

Termination may occur without warning or appeal.

Accountability Requirements

Participation requires active and ongoing accountability, including:

• Clear acceptance of responsibility without qualification

• Full engagement in all required behaviour‑change, anger management, trauma, and education programs

• Demonstrated behavioural change over time, not verbal remorse alone

Remorse without accountability is insufficient.

Victim and Child Safety Override

If at any time JWW–JWF determines that continued engagement presents a risk to a victim or child, all services will cease immediately.

Victim and child safety overrides all other considerations.

Ethical and Legal Boundaries

JWW–JWF does not provide:

• Character references

• Advocacy letters

• Court support statements

for individuals charged with domestic violence unless:

• Sustained accountability and behavioural change is clearly demonstrated, and

• Victim safety is not compromised, and

• Such support aligns with the organisation’s ethical framework

Acknowledgement and Acceptance

By signing our agreement, the client confirms they understand and accept all conditions of this framework and agreement, and acknowledge that failure to comply will result in immediate termination of services.
